I am confused as to what atmosphere they are trying to create. I can't tell if this is a restaurant or a honky-tonk.

Don't try for the healthy side item of veggies unless you consider a quart of oil healthy. In fact, if you're going for healthy avoid the entire menu. But the ribeye is not half bad.
